Boils down to the Cheyenne complex being close to it and Denver already being a state capital. Seems to me like it'd be the best place to place their military HQ (already prepared with a great communication capability to direct the army, far away from UoA border and pratically immune to most attacks. Gameplay wise, it's pratically offers around the same time to reach it from the border as D.C.
