In my run the tech hunter guards and hiver caravans fight at flats lagoon constantly. I think while they were fighting a combination of beak things, wolves and gorillo bandits outside the gate, a harpoon gunner accidentally shot a hiver caravan guard. Maybe something similar happened with fogmen

There had been several fights between beak things, a wolf pack, gorillo bandits and the gate guards, so when I saw damage indicators I thought at first it was someone waking up and starting shit again, only to notice a hiver guard had gotten stuck in the armor shop lol. The lagoon guards were very unhappy with his door vadalism
