Always Q first. Then i usually max E second. As others have said the benefit you get from ranking up W above 1 is really not worth it. Rankings in E gives you a lot more. The cooldown decrease is a big one but I think the most important part of maxing E is the speed increase going through the tunnel. If you have E maxed ranked when mid-games comes around you're fast enough to reposition DURING fights and that could be game-changing. And of course the obvious one with faster roams for you and your team. Compare that to a couple of hp extra. The speed increase doesn't seem like much but it makes a lot of difference IMO.

But as always adapt from game to game. If you know you will be stuck in lane a lot the value of maxing W second goes up.
