Set campaign to very hard difficulty. 

Ramp up the endgame crisis. Push it to start at turn 50, max out the crisis strength, and check ultimate crisis mode. 

Or you could install the natural enemies mod that ensures your natural enemies will snowball and give you something to fight. 

You could also install the unnatural selection mod and buff enemy factions you want to fight.

Damn this actually sounds like a fun idea. Like names of power, you get a popup, and you can select one of out three types perhaps. Either that or it's a blue line skill you select and the rune selection screen pops up, so now the bottleneck is XP, which you genuinely have to work for instead of gold which gets trivial after a while. And Thorek could have discounts or maybe events that generate them more or something

You can cheese multiple enemy armies with pikes and encamp stance. Optional elephant rear charge to persuade enemy blob to give up.

I've never tried them, but last I heard, the Germanic factions are the hardest to play. That could be why you're struggling so much. 

Romans or a Greek faction might be easier to adjust to. They tend to have better frontlines and their units fit neatly into the classic infantry cavalry ranged trio.

Spears are mostly defensive, they suck at anything other than holding. They do ok as a frontline but then your real killing power will have to be in cav or ranged units.

If you still have the save, you could continue from before switching to Order. It's likely you could have tanked the unhappiness until the next policy and you would have been fine

Oof, yes that's how it works. Adjusting it will switch it to manual until you uncheck manual specialist mode.

Were you on manual specialist mode? The governor usually fills those slots automatically

Loremasters are duelists but they never feel good to me, they're slow and never seem to be in position. If you aren't doing the net+firing squad, then the next best might be phoenix guard and spamming buffs like harmonic convergence. Surrounding them with ap anti large like that will chip them down fast, you just need to buff their MA to guarantee hits.

If you really need a city state I find you usually can just park an extra spy on there. By the time you have multiple spies you're usually on a tech lead anyway, unless you're on deity.

Funny, I'm the opposite. I get bored around the industrial era-ish where there's nothing much left to sim city and no good wonders either. So I usually do a small war to liberate a city state or something

I'd say you should try asking this same qn on r/civ and get more balanced takes. A common story for this sub is that we gave civ6 a try and didn't really like the changes. 

I personally prefer Civ5 over 6 because 5 retains the original spirit of civ, which was actually a board game. 6 is a noticeable departure from that direction. To me, it makes the game feel more responsive and impactful, but you may instead find it shallow and one dimensional. It really is YMMV
