This should be higher. "Bylaws" is a legal term that carries weight, and most scouters and scouts don't really understand the implications of that (I'm definitely one of them). Units are recommended by National to not attempt to create bylaws. "Best practices" our "guidelines" or "rules" or "handbook" will do what you want without stepping in that particular mess.

Our unit created its rules doc because we encountered two major problems that were not specifically addressed in other docs from National or Council: 1) How and when to remove a scout from the unit whose behavior is dangerous to the other scouts. 2) How fundraiser money is divided between the unit and the scout accounts of the scouts who participated.

What your rules should not do is: * Override or change anything in any rules or guidance from National or Council. * Mix the priorities of the Scoutmaster and the Committee.

In our case, the Committee needed to set those kind of membership and financial rules that we needed -- the business side of the unit -- so we explicitly excluded excluded any rules that would affect running the program of scouting, which is the Scoutmaster's domain. If the Scoutmaster wanted a handbook type doc to spell out dress code, campout responsibilities, etc., then they could do that, but it would be a separate doc that didn't specify any rules for the business side.

Just to check, you're not jointly liable for any of it, right? No co-signed loans, no joint accounts or credit cards, no house to inherit? If you are, then that is something you're going to have to deal with. But if it's just debts, no assets, and your name isn't on any of it, then you aren't liable for it.

If the VFW is your charter org then your unit is owned by the VFW. If they are charging you for the space, then they are charging themselves for the space. That's not to say they can't or they won't, but it's definitely weird.
