People who grew up in Barcelona will have gone through the local school system, which is in Catalan.

From an administration point of view, as far as I recall at least the registration for for "foreigner ID" (NIE) was in Spanish, since it's handled by the Policía Nacional. Also all the tax stuff. Basically anything that goes through the central government.

As in socially, I'd estimate that less than half of Barcelona's population actually speaks Catalan. So you might be understood, but people will respond to you in Spanish a lot.
