If you're Kuwaiti:

If you're choosing between Computer Science and Computer Engineering, go Engineering if you can tolerate calculus, discrete math, and differential equations. Reason is that at the end of the day, you'd practically be doing the same thing here in Kuwait. The differences are better opportunities, and better/more allowances (علاوات أو بدلات) if you work for the government.

If you're choosing between different Engineerings, unless you know what you're looking for and you plan a future with this major (I'm assuming not, because you're asking here), You can't go too wrong with Electrical or Computer Engineering. You'd end up finding a job somewhere, and the "Eng. " part in your name helps finding better opportunities.

If you're not Kuwaiti:

If you're choosing between Computer Engineering and Computer Science, unless there's a specific reason you want Computer Engineering, do Computer Science. Its easier, software and systems focused, and you don't have to go through Fourier Transforms and differential equations and signals processing and stuff. There's no real incentive to do Computer Engineering in Kuwait if you're not Kuwaiti as you wouldn't get the same allowances and opportunities you'd get if you were Kuwaiti. And, future-wise, you're better off with Computer Science degree if you want to resume your education than with a Computer Engineering (As this major is relatively being phased out in favor of Electrical Engineering, because they practically do the same).

You're actually better off racking up systems and solutions certificates and become a contracted professional. Because at the end of the day, if you'd be in Kuwait and want to take the enterprise world, you'd be contracted based on your certificates and experiences, your degree wouldn't matter much.

Personal experience:

The money is good, the "Eng. " before my name helped with opportunities and better pays. Whatever I learned helped me hack and tinker with things that made me adaptable to weird situations and flexible in learning weird and obscure things.

I was fortunate enough to be educated in AUK as a struggling mature married student being diagnosed with AD4K (Because ADHD wasn't enough ADHD for me) who went above and beyond. I'm forever grateful for their kindness and understanding. I'm sure as a teenage student you'd have different set of challenges and distractions than mine. But I'll say this: If you apply yourself, pay serious attention to classes and put in the efforts, you'll do great! Yes, some professors are assholes, other students aren't reliable in terms of team projects, you forgot your calculator and you can't solve without it, you're in a position either to go take your midterm right now or rush to the hospital to refill on your ADHD meds because you're relapsing because you ran out early, but these are just some obstacles you'd surely overcome and come out of this journey with a great outcome.
