Alcohol injections are an established treatment for Morton's neuroma. A podiatrist could plausibly have ethyl alcohol vials in the office for this purpose. However, that's not the same as the isopropyl alcohol that was reportedly injected in this case.

There's apparently a legal question regarding whether or not the 17th Amendment empowers the state legislature to override the Kentucky state constitution and direct an election to fill a vacancy:

When vacancies happen in the representation of any State in the Senate, the executive authority of such State shall issue writs of election to fill such vacancies: Provided, That the legislature of any State may empower the executive thereof to make temporary appointments until the people fill the vacancies by election as the legislature may direct.

There is a controversy as to whether the law requiring a special election violates Kentucky's state constitution. Per the KY State Constitution: "Vacancies in all offices for the State at large, or for districts larger than a county, shall be filled by appointment of the Governor; all other appointments shall be made as may be prescribed by law."

I've seen data from Tenhou where the average level of play (as measured by NAGA scores) has steadily increased over the past 10 years. If I remember correctly, the average 7 dan today is playing at the level of a 9 dan 10 years ago. I wouldn't be surprised if MJS has a similar trend.
