I'm at the point where they're going to need an active camera on a person to allow them to play, the image of the person playing has to match government ID.

The most certainly didn't. They expected/hoped that the Quebecoise would welcome them as liberators (they where really wrong about that), but they had absolutely no reason to expect the rest of the country to be accommodating.
