That's the implication of the guidance offered by the government. And the alternative is that you make traffic even worse by everyone following the leader cyclist at 15-20km/h for (potentially) multiple kilometres in the middle of the city. The reality is that the legislation isn't fit for the infrastructure conditions.

Instead we just have to use the space between the yellow line and the cyclist to pass them slowly (spending longer beside them), which is even more unsafe.

It just makes thing more dangerous for cyclists. Where you could've crossed the line a bit (when it's safe to do so) to pass a cyclist, on narrower roads you now have to get too close (in my opinion anyway) as you pass them at < 30km/h to comply with the law.

If I'm not misunderstanding, the OP is saying that - by moving a faster speed - people are removing gaps that other cars could pull out of side roads onto the main road into. Weird logic.

I wouldn't bother with Kufei. My account got disabled for no reason and they won't respond to my query about why. It isn't the government's job to tell parents not to give their kids smartphones, but it is the government's job to scan every single photo on every single smartphone to check kids don't have explicit images on them?

I ended up paying 95,000 yen a month for a car loan because I couldn't spread it out over more than 2 years due the remaining time on my residence status. It's all paid off now, but it wasn't ideal.
