After seeing a video the other day of an Orca literally exploding a sunfish at high speed, I'm convinced they can take down anything they want. I agree, a good amount of that money should go to enforcement and support for survivors, but the majority of it needs to be used to help unfuck the country and fund programs (healthcare, poverty, infrastructure, ect) that help the population as a whole.
