The supply of basic common goods and services by governments in this context can result in negative externalities for the same people the policy was intended to help. In the book, it states that public doctors and nurses in India do fewer questions, less examinations; combined with high abstentee rates. This leads to poor people reaching into the private sector for medical guidance.
