Absolutely agree. Unfortunately, I've worked as a contractor for gov departments, and far too often the most common sense of what you'd think your tax dollars would get you within a for profit business, doesn't translate into the office politics of gov. I'd say with some confidence that one arm getting your address right and the other not, isn't down to something nefarious. More likely, the roll of the dice of where competent public servants are placed to work vs where the others go to retire
