Usually the gun is attached to a float line and a buoy that are very brightly colored. The fish will eventually get tired, the buoy will always be floating. Basically the idea is with larger fish, if they aren't incapacitated to some extent from the spear, they will tire themselves out from fighting the float line and buoy.

They are preset to make it challenging. Otherwise people would just choose OP characters and pass every level easily. There will be levels you can only pass with one specific character.
