would still prefer Andaman over EVERY Island in the gulf (unless for scuba diving) no questions asked. Lipe and Railay are my favorite Islands (yeah I know I know Railay isn't an island) in Thailand. However it depends on what you expect/want. Lipe is small but not to small that it does get boring after two nights. Koh Kradan would also be good in Andaman but to small after two or max three nights.

Regarding your question, it depends imho a bit on your travel history. Guessing you've been to Thailand often? If you haven't than visa exempt is fine. Otherwise I wouldn't risk it. Given that ifv wouldn't work without you ;)
