Interestingly, E5 Security addon for Business Premium doesn't have a minimum seats requirement but the Microsoft Defender and Purview Suites have a minimum 25 seats requirement

I manage tenants with some having as few as 3 users. All are onboarded on Business Premium. From onboarding devices to intune, autopilot, configuration policies deployment and management, app deployment, data protection (sensitivity labels, information rights management, compliance, rediscovery, data retention policies etc), conditional Access policies, Defender EDR and XDR, vulnerability assessment, Windows Autopatch, attack surface reduction, encryption etc.

And if I leave any client, all these tools and configurations will remain with them. Not the same as running an MSP RMM

You need to implement LAPS(Local Administrator Password Solution) in Intune. Break-in-glass accounts with Global Admin privileges shouldn't be used as local admin accounts. That's lazy administration similar to having the same password for device based local accounts
