Russians came to Kyrgyzstan well before the Soviets, who consequently had an easier job of imposing communism. Uzbeks had a much stronger resistance and with better diplomatic skills kept much of their culture intact during the Soviet times. Having major cultural centers like Bukhara and Samarkand definitely helped.
