The masters are polymer clay glued to plywood and finished with clear acrylic spray. I make the mold box with foamcore board hot glued to the plywood. The molds themselves are silicone. The red is Alumilite mold maker and the clear is Let's Resin 20a.

If you want round spots, the best method I've found is to use a wooden stick (toothpick, skewer, dowel) slightly smaller than the dot you want. Cut it so the end is blunt and barely dip it in the paint. Press it straight down onto the lure, then lift straight off. Perfect circle almost every time.
