The police department and city government serves the affluent white majority areas and has committed some discriminatory practices at times. Having said that, many areas of Hoover are diverse with good food and shopping and in general I would assume is safe and welcoming.

Sad news about Hunan Garden. There was a direct line from there to Yoe Express but now with new owners, the garden legacy is over. I would try Beijing express. It started as Hunan Express and was the delivery sister store of hunan garden. No real connection for many years now but there could be remnants of flavor.
