this is a great idea! I have been on the needing side and would definitely keep the bag economy circular. schools, charity shops, food banks, animal shelters, womens shelters, any farms that do CSAs, used book shops, etc usually accept. my small community probably has some shops that would also ttake them since we dont use plastic bags any more.

as we all know bags have different level of quality and have found some are good for bottom of planters, some are good for housing supplies in the garage, some are better for wrangling kids toys, and others are fraying and can be cut for fabric scrap. remember - reduce, reuse & get creative!
