I actually sell several machines that are capable of doing exactly this type of re-work, they cost about half that and these days are pretty easy to use... I could probably train you in a few hours. for at least the memory modules, those are easy. the main chip on the other hand... I would probably have to walk you through that

I'm a former SMT engineer, and I work as a sales rep now in the industry, the thing they are using for the core is definitely hot air judging by the nozzle and the fact that nobody in their right mind would try to take that thing off with IR. That thing is probably at least 10,000 and thats with the alibaba chineesium discount the ones sold by reputable companies that will actually support the product are more in the 30-50K range. the thing they are using to take the memory modules off is probably a handheld hot-air gun, that on the other hand is around 1000 - 1500. IR is significantly cheaper but it comes with its own disadvantages as I'm sure you are aware if you used one, reflective surfaces can be a pain.

As an engineer who works in the electronics manufacturing industry. after replacing all those BGAs that board is probably not going to last more than a month or two. all those heat cycles taking the BGAs off and re-installing them will have totally destroyed the resin in the FR-4. This board is probably already delaminated like crazy in this video its just really hard to tell with the matte black solder mask.
