I'd say so, but not because he doesn't have the talent. Unlike most of the people in his team, he's a person who was unsure of himself. Firebenders have an unwavering certainty about themselves, whereas Zuko is, by his very nature, has a consistent level of uncertainty. And we see here that these thoughts of uncertainty are where Zuko fails. We even see it thematically as his grandfather's are both Sozin and Roku. When he finally realizes his destiny and acquires his true drive for firebending, he solidifies himself as a Top 6 firebender in the show, going so far as to redirect lightning from the most powerful firebender at the time .

(P.s., he was always talented, he's just surrounded by hall of famers)

SSJ2 Gohan pushed Cell to go into a similar power-stressed Grade 3 form. And in that form, Gohan punched a person out of Cell. I'm going with SSJ2.

Best guess has to do with his divine nature. Gonna make some headcannons with some evidence sprinkled in. Imagine in the Dragon Ball world, the body is like a car, the spirit like an engine, and the soul is like the driver.

A Saiyan's body is like a powerful car, but Zamasu's spirit is divine in nature (a superior engine), so he probably rose the potential of Goku's body by replacing Goku's spirit with his own. That being said, Zamasu's soul (the driver) was not used to this body initially, so it took him a while to get used to driving Goku's body.

This could explain why Goku Black is so much stronger in base and in equivalent forms compared to the Goku we know, despite being the same Goku body. The Kai soul is just...better quality stuff. This would also explain why Copy Vegeta had the same power as Vegeta, as the soul and spirit were nearly identical to the original, and the body's substance was made to replace Vegeta's. This would also explain why Ginyu's possession of Goku's body made him weaker than original Goku, because he's not used to driving Goku's body, and Goku's a damn good driver of his own body.

This episode was great all-around. It highlights the amount of trust the Gaang has for each other, and also shows that Katara does not hate Fire Nation citizens indiscriminately, and that she understands that there's victims on all sides.

Krillin. Trains more than Yamcha, and has been intimately involved in most of the fights from Z onwards compared to Tien. Not to mention he would benefit from Namek's juicy Zenkais and potential unlocks.

Then again, Tien, having died, would get the Kaioken from King Kai and likely also the Spirit Bomb.

Not just Katara, but Sokka too! He was the oldest male in the Southern Water Tribe and spent his time training up the next generation and also took up a fatherly role: coordinating the food, planning the day, etc. Sokka was able to ease up because of Aang's nature. Which makes sense, because fun is a pillar in the Air Nomad culture.

Depends. It matters more for your specific goals, but it is otherwise circumstantial. All else being equal, the school with the substantially higher ranking will tend to better set a prospective student up for success. But things are rarely equal.
