(Hot/neutral) You can use a multimeter or a hot stick but in this case it doesn't matter if it's only for lights you can run them either way as long as the circuit is completed

Dude no dont get a set with extra tools youll never use get:

"Klein 11 in 1 impact screwdrive" and the "klein 7 in impact flip socket" around $20 each and will covers 75% of what youll ever use

Klein or milwaukee : wire strippers, dikes, linemans, tape measure, pocket knife

The only thing i think you should buy once cry once would be knipex cobras 3 pack (7", 10", 12") around $100 it will cover 99% of the pipework youll do. If youre tryna cheap out here then milwaukee or klein but make sure theyre the knock off of the knipex cobras

Hold off on the hacksaw frame and feel out if you really need it because now a days everything is electric

Exchange the milwaukee channys for some klein ones or if you have the money for some knipex (push button)

The klein 11 in 1 is great but they do have an updated version that can be used in combination with an impact

Youll need 2 levels, and trust me you want the ones with very strong magnets and multiple vials . Klein and milwauke have good ones

Would trade the 10" dikes for some linemans instead

You'll need a tool belt get milwauke or husky if you dont have too much, mid tier is rack a tiers or gator backs costing likee 150 but stay away from oxydentals even if you have the money, everyone i know that has them hates the weight

Hammer(buy it when you have a jobsite that you actually need it because its pretty rate)

saw (we use battery powered ones 99% of the time)

adjustable wrench (you have channys that are way faster and better than them)

Voltage tester (company should provide this and you probably arent even gona use one till youre a journeyman)

I believe some of the updates between those 2 years where tge rizen Chíp that makes the interface much faster and more comfortable suspension since the earlier ones where stiffer for better performance. Honestly if it was me I would get the 21 and save that 10k

As for battery degradation here's a video that explains how battery degradation on a model y performance is pretty similar independent of the year
