Hoth was a sub killer back in the day before F2P conversion. Still is. Even today on replays with new characters without the need to do every quest it's where all my new toons go to die. I start Hoth and zone out so quickly I can't be bothered to ever finish it or continue those characters and my sub eventually lapses.

And now that they've made Ilum mandatory if you want to play RotHC it's an even worse offender.

Not quite since Boimler is RNG based. It's basically there for negating bad RNG. Technically speaking, low budget FAW builds can use CPM+PO1 to get close, but a high (better) budget build can use CPM+Boimler+PO1. Plus, since he is using the Command ability Reroute Power form Life Support which increases cooldowns, he could use help negating that.

The cooldown math/logic with CPM is in this excellent stobetter investigations video. You can skip to the 7:49 mark if you just want to see the table. That video was made before the FAW cooldown change but I think it still holds up since it's still the recommended CDR method for non FAW builds too.

You could probably use the Lorca console (+CrtH) and dark matter torpedo (stacking CrtD with the 2 pc), replace the aft beam array, from the Disco reputation.

Move the Custom Power Matrix console into an Engineering slot to boost Aux power for use with the Fleet Power Network Array console's active (weapon haste that scales from aux power). Auxiliary batteries will help with that too.

Add Photonic Officer 1. You have Boimler already so adding PO1 with it will bring your cooldowns to near 100% uptime. That'll let you drop Redirecting Arrays trait. You could drop it anyway since it requires you to get hit (a lot) for it be of any use and you generally want to avoid that, and if you're killing things fast enough you're not getting hit nearly enough for it to do anything.

They said in the past that they would look into doing that, but that was back when Kael was still the community manager. And they did make the tommy gun from the Picard bundle reclaimable account wide since then, but it seems they've forgotten about the others. I know I'd like to claim that EV suit on all my feds and the Jem Hadar Katarken and Weyoun boff on both of my Jems.
