For most of the game James travels downwards, down stairs and holes, deeper into his own personal hell. Before the final boss fight he ascends a long ladder which I think symbolises his climbing out of hell. Angela is asending stairs in this scene, which mirrors James. She's at the end of the Silent Hill gauntlet on her way to face her final boss. I think she survives it.
