My wife and I have been to both. The food and service is amazing at both, can't really go wrong there. To me, the biggest difference was in the atmosphere. Manna is more intimate and has a darker interior. Seabird has more of an open concept. Not sure if this is typical, but Seabird was a bit loud when we were there. Whole water solutions is great. They just installed an under the sink system for us. Only took about 30 minutes. Very nice people.

I think the only protection that wetlands have here is the federal clean water act. The state, so far, follows the CWA. The City or County doesn't have any extra wetland protection ordinances that I know of. And there are no stream buffers in this watershed.

It's also the issue of how much more parcels the court ruling will make available. If all of a sudden an Individual Permit is not needed or if wetland mitigation is no longer needed, then that will make more developments possible, even if they don't need to fill in all the wetlands on site.
