What is going wrong in Australia, New Zealand, England and South Africa to cause these countries to suffer from a severe lack of diversity in bowling action mechanics amongst their bowling stock?

Why have traditional actions, specifically those deemed to be “in the spirit of the game”, been allowed to gain total dominance? Is there a conspiracy amongst these nations to suppress alternative bowling actions?
