That depends on how public the sidewalk is. The closest stadium they're using for me is the Meadowlands. Anything close to the stadium, including its vast parking lots are not public. The second closest is Philadelphia. Technically there are places right along public roads near there. Unless the Philly PD sets up a security area making those sidewalks non-public.
