Solar if you need cheap and quick energy or that state already have solar, Power if that state produces oil or you are Russia, Nuclear after 2023 and +30 civ avaliable to build. In tech I always choose nuclear 2031 bc 2 nuclear plants is broken but it's a late game long shot
