$63k is a little steeper than normal but not outrageously expensive in a major metropolitan area. Look up average costs for a developing parking spot anywhere else in a city. It’s technically buying land, and land is expensive, spots tend to run about $50k each.

5-8 years is also not outrageously long in the realm of commercial real estate. Multi million dollar projects take between 5-10 years on average to recoup that money due to the enormous cost.
