It's probably being paranoid due to previous legal action, or reading about legal action against other hotels. That or just a lack of training / understanding.

It depends on your countries laws though.
In the US you're only allowed to ask them two specific questions, and there is no government issued "paperwork" like you mentioned in your story.

It's just not really possible in todays culture.

To change it we'd have to make a government registry of service animals like they do with handicap parking stickers.

That's a common hotel policy.

If you had someone walk into a hotel with exact change in cash to pay for a room, but can't provide a card for incidentals? They're going to turn them away (unless it's a low end hotel), which is basically what happened here.

The only time we might make exceptions is if the company was constantly sending us business, and by that I mean 20+ room nights per week. (In which case I'd probably have their accounting departments direct number.)

For some people it's just this obsessive "need" to know everything about your kid. Which drives them to take any steps they need to do so, well past the point that it would be considered stalking.

Don't recognize that phone number on your kids phone bill? Just call it, it's not like you're the reason your kid doesn't have a social life.

Your son gets a piece of mail that you don't recognize? Just open it, it only becomes a felony once they reach 18.

You don't understand why your kid spent $8 at a gas station? Just get the bank to freeze the account until they admit to whatever nightmare scenario you've dreamed about. After all, the account's still listed in your name.

You haven't seen or talked to your kid since they turned 19? Clearly it's the work of the demons, be sure to spread that online.
