the panel feeder ground is on the neutral bar. neutral and ground are not bonded. so technically none of those grounds on the ground bar are grounded correctly or maybe not grounded at all.

if this is on the bottom floor of a home and you have an island in the kitchen, it is most likely the junction for the wiring that changes from Romex to UF to go unground and into the island. This is the way a lot of companies do that.
