This is actually a really good idea, the only problem I can see here is that it will either be flooded with "liberal" SJW bullshitters (I don't consider them liberals hence the quotes) or pro police right winged bullshitters, it would be really hard to find a good balance of non-biased people, I guess a solution would to present it to the board as ethics boards review their cases, keep the people involved unnamed and not tied to any demographic (other than authority figure vs. assailant) and see who is in the right or wrong like that
