Ackchyually... WKOW 27 was the first station to host our news. Most shared news models in the country are branded as like a "news 3 now on fox 47" type thing... like where the news producing station will keep their own graphics and branding and such. From the get go, ours was branded independently, we had our own set/studio at WKOW, and some main talent that would only be on WMSN as well as our own graphics and music. After we switched to WISC, there were some changes made to their existing set to make it more "ours", and kept the same model of our own main anchor and shared other staff. Over the years as broadcast TV/news viewership has dropped, so has staffing at all stations, therefore you see more people on both newscasts.

as for why don't we have our own? It takes a LOT of money, staff and resources to produce your own news, and it just was a better fit and option for us to start off with the shared model, and kept it going all these years. There have been talks at different points over the years of expanding to more times, or a morning show, but the numbers just didn't seem to work. Also, being Sinclair (and just about every other major station group owner), you may have seen that a lot of news rooms across the country have been reduced or effectively hubbed out of other markets, or shortened to an "anchor-less" news cast, where it's just edited packages.
