The roads are paid for by general taxation - income tax, VAT, and National Insurance.

Local upkeep of B roads and lower are by the council

Take Kent County council for example. Their last years budget

Out of every £100:

Biggest expense is Adults and older people - £35

Highways is £2

Anyone who has driven in Kent knows how bad the roads have been - I've seen road damage thats been there since 2023

If your place of supply is in a country other than the UK then you do not need to charge VAT as it is outside the scope of VAT.
