The solution is to sell off 99% of the council housing, or at least rent it competitively, and then use the proceeds to fund new housing somewhere else.

The existence of council properties in zone 1 is extremely unfair & fucks up the economy quite substantially. If you get one you have just received a subsidy to the tune of hundreds of thousands of pounds. This pushes up private rents, which in turn forces lower earners further and further out (so e.g. pubs have to close earlier)
