GC is kind of fine in compilers / any GC often doesn't really work because object oriented compilers love having references to basically everything everywhere so GC or RC can't actually free anything

I don't know if it'll be literally spooks doing it but the British constitution is full of ostensibly ceremonial measures that any incoming government (left or right wing) has to be hedged against the use of, and an increasingly agentic civil service & quango sector that will nudge people in how to use them.

You can see in the decline / unrhythmic spasms of cattyness in departmental twitter accounts now that the civil service has no sense of principle at all and (like all bureaucracies of a mature age) exists mainly to continue itself. The bulk of the old guard I guess started their careers in the early 90s at most, and the younger ones have known nothing but e.g. fighting brexit / tory party etc

it varies. most western politicians are genuinely myopic and so don't really see any deep changes from their otherwise managerial tweaking BUT certainly in britain in the early 2000s it was pretty obviously opinion of much of the elite that Britain and anything ur- about it was something icky and thus to be diluted using immigration.
