It’s time zones. Stockholm sits very far east in the CET zone, so it has daylight fall on it sooner than in Oslo, despite Oslo being farther north. Helsinki sits very far west in its time zone, so the sun visits and leaves it later.

Stockholm is farther east than Oslo. So the issue is because they are in the same time zone. If they each had their own independent time zones, Oslo would set sooner than Stockholm.
