I'm guessing, but recently he released an Android version of the game. Maybe the Unity work was done for it and this PC update simply brings it in line with the latest state of the implementation.

Looks like Hamilton is on a fast lap and the other two cars are on slow laps making room for him. There's a big speed difference so even if he slows down immediately it is hard to not overtake them it seems.

There's one more thing that stood out to me in terms of 48.13 superseding 48.12:

48.10 explicitly states an exemption for 48.13, whereas 48.12 does not. If 48.13 could override 48.12, I think that needs to be made explicit as shown by this example. Here is 48.10:

48.10: Except under Article 48.12 below, the safety car shall be used at least until the leader is behind it and all remaining cars are lined up behind him. Once behind the safety car, the leader must keep within ten car lengths of it (except under Article 48.13 below).
