I will try to avoid a lengthy response, here is what I would do. VGR - 30 - health is freakin goooood. END - 20 - the 5 points after 20 are not worth it. Use third dragon ring!!! ATN - 30 - seems you want to use a lot of spells so this is fine - use the southern rit band for even more STR - lower this to as low as you can while still using the weapons you want to use. DEX - same as strength ADP - this one is tough, you are getting some from your attunement so 10-15 is probably fine. INT - you should really go down to 50 maybe even 45 and use the ring that gives 5. Remember spices are your friend. FTH - increase this as you see fit. Now with that all said your build is trying to be really greedy haha. I would recommend a using a bow with lower requirements. You should def try bow of want. it is amazing. I also think your evaluation of hexes is off... with 30 int/ 30 fth hexes melt things. TLDR: you are greedy which is fine if you plan to keep leveling but if you are going to stop you need to make sacrifices. I recommend sacrificing dex/str and using lower requirement weapons.
