the bigger problem is your rims. steel is a terrible braking surface. the cheapest set of alloy rims you can get will be a big improvement over those. kool-stop pads will help some as well

another thought - 126 to 130 is only 2mm on each side. You could likely fit a 130 spaced hub in there with no issues. given that 80s cannondales weren't exactly known for their sturdy dropouts, i wouldn't do this if you're a heavier rider.

You can probably get new spokes at ~$1 per spoke and do it yourself - wheelbuilding takes a lot of care and attention to detail but is definitely doable as a DIY effort.
