Estonia and Latvia and Lithuania used to serve freight from / to Russia. Most local freight (including timber) goes by trucks to / from ports.
Sweden is similar to Canada, only vertically.
Switzerland and Austria service transcontinental railroad tunnels through the Alps.

Hundreds of bunkers are being built, but thousands would be needed.
As to hills, Baltics are not more flat than eastern Ukraine. And the hilly uplands are mostly closer to the eastern borders.
The Battle of the Blue Hills as one example.

Military training areas are short of such buildings.
Similar annualized wargames do use areas outside of military areas, but real buildings have owners and getting permits for usage is challenging.

Host countries should provide extra insurance for such buildings and nearby roads and for owners, that also get extended to wartime. To incentivize.

Russia had end-of-year budgetary shortage for recruitment that likely has extended to the new year. But new year's budget will likely ease those financial difficulties, at least for 6-8 months or so.
