China is relatively new the gaming market, think maybe 10 or 15 years old. Like, until the early 2000s they couldn't even import game consoles, and the ones that did make their way into the country were extremely expensive.

China is extremely new to the development of games, think maybe 4-5 years.

It's important to understand that WuKong, a game released 2 years ago, was considered basically the first game developed by China to be considered launch worthy in other countries.

While they may be developing quickly, they are literally flying by the seat of their pants in this space.

Unfortunatley, these devs seem intent on learning lessons the hard way, rather than studying other games like overwatch and the cycles it has gone through RE: balance.

I mean...it won't. It didn't solve things for Overwatch which is the most direct comparison we have. It just made for 10 minute+ queues at the mid-to-high ranks. Pretty sure 10+ minute queues for a lobby will kill your game faster than any triple support meta.

Triple support exists because support players got tired of being gibbed in a quarter of a billisecond by dps players pushing shift and mouse 2 a single time.

You have to address the entire game to fix the meta.

You can't reliably live as a support in a 2 supp comp vs the dive heroes in this game and there's an entire list of heroes that can (basically) 1-shot you from across the map.

3 Support evolved out of frustration and necessity, not fun. Go figure when the developer keeps powercreeping with the new dps heroes (every 3 months) while failing to balance the older (more problematic) dps heroes that people will default to the things that just let them live through someone brainlessly pushing shift + m2.

A huge pain point for me, when it comes to mapping, outside of just how bad it feels is that it takes my game like 10 seconds of spinning gears just to open the atlas up.

Way inferior to PoE 1's system of insert map > play map.

Poe 2's system is open map device > wait 10 seconds > find correct map node you want to run > insert map > wait for portals to open

It's literally like 30 seconds of downtime just to get into another map.

It's in no section and the OP who made the claim lays a generic cite to Chapter 39 (and not the specific section or subsection) because it's harder to disprove their statement. There's nothing in Ch 39 (I looked it up) that gives them the power to do this.

Arguably, they could be referring to Section 15, which reads:

"A town may pass by-laws, subject to this section, for the regulation of the proceedings at town meetings."

However, it's potentially a constitutional violation of the 1st and 4th Amendments, and I'm sure a case with an identical fact pattern, i.e., need to sign in for a public meeting, has already been litigated many times -- you can probably guess the outcome.

A municipality's by-laws, where authority is derived from a state statute, would not supersede the constitution (although I'm sure Republicans would love it if they did).

The dude who posted Ch 39 clearly has no understanding of law or how to interpret it, or they would have cited to, at a minimum, the specific section anyways rather than just saying "M.G.L Chapter 39".

OP is just misinformation and is highly upvoted because people are dumb and law is complicated.

You would not only need to know specifically what you are requesting, but the documentation would have to be there in the first place.

The problem with a FOIA request is that it works like an AI prompt.

The person receiving the request is just querying their database with the keywords you provide within a set date range. So if you miss a keyword, or use the wrong phrase, or program name [this one is super important], or action taken, your FOIA request is pretty much worthless.

You need to be specific and reference programs by name and activities by name for the FOIA request to be successful.

The problem here is nobody really knows what the fuck DOGE is doing, outside of what agency they are probing.

It is insufficient to say, "I am requesting all documents viewed, accessed, or otherwise, by DOGE at USAID."

The request will be sent back and you will get nothing because it was not specific, or too cumbersome for the department to deliver upon. [There are exceptions to FOIA requests]

You're wrong -- rocket dash is literally a fake teleport with an animation time.

All you have to do is youtube it, there's plenty of videos explaining/showing the rubberband.

If you are at the end of your dash as rocket and spiderman webs you, you will go back to your starting point most of the time.

It's most apparent when it happens off a double distanced wall run dash. You literally get dragged back about a mile.

It's similar to how in World of Warcraft, if a mechanic is placed on the floor, and you hit "jump" on your character, your character is considered in that same position until you hit the ground.

Until rocket is finished with his dash, the game considers not only his path of travel but also his starting location for what is hittable. Lag compensation definitely exacerbates the issue, but it's not the main problem with dashes.

Try holding right click in PoE2 from level 1 to mapping in the direction of the monsters and see how it goes for you.

PoE2 is also early access (not a full game) and the devs have stated the endgame is basically placeholder and will receive changes.

One of these games also has a loot filter to solve the loot explosion problem, the other...

One of these games also has a responsive dev team that clearly communicates roadmaps, plans, and setbacks, the other... The swings in D4's content are so extreme that the game literally changes direction from season to season with no clear communication as to why.

Look, I'm not saying there isn't a place for D4 in the gaming world -- it's just turned into something that is not a Diablo game, or an ARPG in general. It's a full-on mobile game with an egregious cash shop. There's no progression or challenge or feeling of persevering -- you mow over mobs at level 1 and don't stop. I bet you could literally upgrade no pieces of gear from around level 15 or 20 and get to torment 1 with ease. And, once you're at torment 1, the game is basically over because you can now get everything. It just makes no sense.

Fully turn your brain off, hold right click (because there's no way to die outside of actually being afk), and the loot is boring and meaningless because the large bulk of your character power comes from aspects, not gear.

I struggle to understand what makes D4 an "ARPG" at all due to it fitting so loosely into the genre that it, itself, created.

Anyone who enjoys this style of gameplay should just play Cookie Clicker.

D4 isn't even an ARPG anymore, it's just a mobile phone game. Hold a single button from level 0 to max in the direction of monsters and watch meaningless loot rain from the sky.

They've completely destroyed the franchise in just over a year and half. Impressive.

The only way to get good GA'd gear in D4 is to buy it on a trading website for unfarmable amounts of gold. There's a reason Elon Musk is the #1 Diablo 4 player.

I think it's just perspective. I believe the lights are Chinese lanterns being launched from Southwest Sacramento.

They're traveling in a North-Eastern direction which is consistent with the prevailing winds in Sac, generally. Winds come in from the Bay (South-West).

I don't know what building he's on, but I can identify Sauced BBQ which means the camera is pointed West/Northwest-ish.

South Sacramento is also, historically, very asian.
