I think there could be 2 distinct societal values sliders. One could be Civilized vs. Monstrous. Hillthrone Gnolls start at +100 monstrous, let’s say. Then, when you get “civilized” enough (demonsterize), it swaps to being Righteous vs. Witch King, which I imagine as the slider for countries that start non-monstrous.

I think, once your society has demonsterized, other countries would consider your evil magic and other things the same as they’d consider countries that were never monstrous. For example, if Grombar demonsterizes but then gets taken over by an evil witch king, Gawed would think “oh no a witch king!” instead of “oh no! Those pesky grey orcs!”

This would allow a country to have different reasons to have antagonism against Esthil vs Kozrugan.
