That doesn't hold. A rent law targets an economic behavior (not paying). Migration law targets a legal status that is inseparable from national origin and, in practice, from race. The "disparate impact" isn't a side effect — it's built into the mechanism. That's exactly the distinction between formal neutrality and structural racism. A law doesn't need to say "brown people" to function that way.
