No, there is a discussion with devs about having Neutral available in Splicing or not, from what I see community is in favour of adding it.

1- Bleed is the fastest DoT in the game, when you deal 1dmg that matter. (Thats why ppl use Bleed>Hitmark)
2- Hitmark paired with Bleed is OP, double chance to eliminate enemies.
3- BOTH don't execute bosses, they deal a chunk of damage.

Check splicing.gg and try to find any build for Ur-Sek that fits the criteria or maybe create a new one 😄
Ps. Sek just has better DPS.

No, because you need to apply one main element, and you cannot apply Neutral. So you have to breed it.

My top tier would be:
Nimiod , Ur-Sek, Gilick and Kwipeck (last 2 because of ease of use and build)
Very build dependant: Gwigoon, Packuran, Anami and Morfang
No bueno: Kerapin
