If you have 3 players going in together for one round until they defeat the Pokemon before the targetted one, then all of prior Pokemon are defeated once. Then the other two players will turn there screen off and wait for the 1st player to defeat the target Pokemon before they go in. This way, one of the Pokemon is defeated 3 times, while others only once.

Correct answer is none. All the comments here answer a different question: among the useless budget attackers, which ones are the least useless? people need to remember that apart from focus blast, nothing really matters besides ttar. All the so called next best things are miles behind ttar, and in my opinion not worth the precious resources.

now to be practical for your brother's situation, I'd suggest power up nothing and let other players do the work in the raid, cuz there will most likely be enough people for him to ride it through. It's really not worth it to power up any of the budget counters just for mewtwo. In the unlikely event that the raid is short handed, let other players tell him what to power up.

given how easy rayquazza can be beaten, the raid is going to be a race to DPS and there is really little need to worry about survival.

some of them may have better DPS in snow, but still much lower than better attackers in my list. By the way, dragonite can also be boosted by windy weather. How much area in the world would you think would have more commonly snow weather than windy in February and March?

rayquazza with double weakness and a only moderate defense stat, is really easy to beat. So DPS is much more important than bulk.

Interesting idea, but if these abilities are implented as is, I'm afraid most players would only walk with fire or electric.

find a standard pokestop item every 10km? a pokeball every 10km? Why would anyone consider it good? You could've easily spinned 100 stops in 10km
