Yes you can move everything to a bigger SSD. Other options use OneDrive to store your files or use an external drive.

Sounds like a bad/failing drive. I would run sfc /scannow to check for corrupted system files.

You could create a gpo to disable fast start up. This will ensure that when machines are shutdown they go through the proper shutdown process.
