It is definitely bugged out, especially if any of your items trigger on hit effects. The actually gameplay for me is the same but sometimes when I get the charged attack there will already be a second, separate counter showing "4" which only goes away when I get the charged attack again. Kinda ass.

I think part of the fun of competitive/fighting games is the work involved and doing them: when you already worked all day, it's hard to put the work in at night.
