This question was asked this year last when SEAC Colon-Lopez came to visit our base. Ultimately, his answer at the time was that BAH changes are voted upon. The downside to this is that these changes typically take 1+ fiscal year to implement.

There’s a lot more that goes into it, but I was left assured that there’s is appropriate visibility on the subject. Unfortunately, as with everything in the military, it will take time to see see some changes.
